Try placing Ralph's house in inventory and place it back to see if he then appears next to it. If that works do the same with Fat Tony's mansion.

That's exactly what I'll do. I'm sure they will all re-appear. But I still find it very strange that I somehow missed them o.O

I got tired of looking for him. I ended up storing Tony Mansion (don't know why, since I unlocked him with the "Legitimate Businessmen Club") and when I put it back, him and Legs appear in front of it (Legs wasn't missing, but since they work together Legs was just wondering around town)

It's a common problem when you use those outdoor tasks. Especially now with Legs and Louie moving 1 MPH. They used to be easy to grab when running and would easily walk onto the screen at some point, now they barely move, so it makes it 100% harder to find them. That's both of their 12 hour tasks where they go between businesses.

Ralph is a special case since he's small and also stops a lot on his 8 hour task. But sometimes you really have to go through your town multiple times and go in different directions on second glances. If you just do a circle and repeat, he could be following you or in a corner. Same thing goes for other outside tasks. Just have to mix up the movement around your town and be sure to cover every square inch. If they've been missing for days, store the building they came with. Unfortunately that doesn't solve Lisa or Homer, but most of their tasks have been in buildings for Halloween so they should be easier to find.
