Can't haunt or unhaunt friend's town

I was making my way through my friends list this morning and hit something I hadn't seen before...
I can't haunt or unhaunt any of his buildings... I jumped in and out of the game and it was still the same, I assume it has something to do with him not logging in often enough or something, but just something I hadn't seen before
OH and the is photo proof that -1 ghosts is still possible if you tap them simultaneously
