non friend list visitations

Is there a way to view towns by not being on a friendlist. as I am getting messages pop up telling me whom has just visited my town yet they are not on my friends list? anyone else have this?

I had the same thing happen to me during the Halloween event. The names would show up after i had tapped the buildings. Maybe the people who visited me had accepted me as their friend, but perhaps I wasn't on their friend list?

I've had this several times dating back several months. I will clear a handshake and it will be from someone I did not recognize or have in my friends list. I'm not sure how this is possible since i haven't found a way to visit other towns without accepting a friend request.
