Here is what it looks like, and while the character is voice, he only grunts. I like it and with the sign you get a building, a character, and a 2% bonus for 190 donuts

The building and sign are nice, so the character is just like Kearney then, hmm ill have to think about this, 150 donuts could get me this/Luann or something at christmas.

I bought it without hesitation, like i do with every limited time building.

I never hesitate to get premium characters so that's not a factor for me but I hate the ballons, all ballons or anything too tall to be honest. But the casino is a really cool looking building so if you have the means I'd go for it. You don't even need the sign if you don't want to spend the extra donuts, I'd get the grumple balloon instead that give also 2% for 25 donuts instead of 40
