I've been getting that in my town, too. Sometimes it is the full image as above, other times it is partially cut off. I assumed it was either a rendering issue or El Barto was entering adolescence.

She can be a little tough to spot, but as mwdalton said, it's the silhouette that shows up in the Town Hall windows when a character is in the building.
My town hall gravity keeps glitching out the other day it had a picture of a small bit of the elementary I don't have pics as I can not take screen shoots on my device
