Should be after 100 games, not 200. But yes, you can get it multiple times, I recently got my second set of 5 donuts

So it is always 5D after every 300 balloons, I guess, but you still always have a 1% chance to get 5D any time?

total is correct, it 300 ballons or 100 games

You can tap at most every 8 hours or 3 times a day. I f could actually keep up that pace, you would get 5 donuts every 34 or so days.

Twice a day is more what most players can do; so expect it every 2 months+
