You can get as many as you want, as long as you don't tap on your last handshake after you reach over 154 tiles. If you do, it won't let you create any more. If you leave that last handshake up there, your neighbors can keep tapping away. there are people on this forum with 300-400+ tiles.

Not sure about the inventory items question.

They do count but there is no limit to inventory items. But since a few people on the board have had their game keep locking up with too many in storage, I'd not leave them all in there. I also know others have placed a ton in inventory with no problems. I'm not really sure why that is.
