Random mystery neighbors?

Have a feeder town with 3 neighbors: "other SF", my normal town, and another friend added just to do the choo choo choose me task. Opened the neighbor list today and found 2 other neighbors. Visited one, then going back to the list, the new ones were gone. I guess they still have issues with neighbor lists.
