Yes, I noticed/was annoyed by this. For characters who need premium items/buildings for some tasks, it was annoying bc it opened me to tasks I can't assign.
I actually wouldn't mind if they changed it because I usually put my characters on 12 or 24 our task's most of the time when there isn't anything going on and to go through each one and scroll down is annoying!
I had all my characters off task and once I started the Christmas tasks I was quickly able to put most of the other ones on task rapidly with the search button.
I think it depends on what you assign your first character. It initially opened up on Marvin at the 24hr task for me but I scrolled up an assigned the 4hr task, after that all the characters came up with the 4hr task first.
