I read in a post somewhere that this entire update will unlock in five stages until it finishes. So, i'm guessing we will get him in a letter update. I don't know if that is true at all, but we know we are supposed to get the Grumple, but he is clearly not in this portion of the update.
Perhaps he will be a gift to us on Christmas Day. We will see.

It looks like he comes with the Grumple's Mountain which you get by spinning Krusty's prize wheel.
The only things showing in my prize wheel is cash and cards and I still do not have Grumple

Same goes for me, I have all the main prizes from the wheel (which I think by the way is a fab idea!!)
