It is almost impossible. Contrary to the goos and gremlins I have been playing non stop and I only collected like 60 gift bags to give, so no much help

Gift BAGS (what you drop in your neighbors' towns) are the same as the GREMLINS from Halloween.
Gift CARDS (what you collect) are the same as the GOO from Halloween. These are what is counted for the Personal and Community total.
Personally, I am averaging over 3,000 gift cards a day, and that is with sending no characters on card-earning tasks or with the benefit of winning cards from the wheel. I'll get Personal Prize #6 tonight, which is 14,000 cards in less than 4 days.
Once I start sending characters on Gift Card tasks and start taking prizes off the wheel, I'll be earning even more.

I agree, the wording is vague, and it certainly could be inferred either way. But what clinches it for me is the extremely low total, especially given the inflated values of gift cards viv-a-vis goo. I'm at 14,000 at a little more than 3 days in. A single visit now gets you 30 cards vs 8 goo (up to 11 if you double haunted) during Halloween. The first Halloween community prize was at 1 billion goo, and was reached in what, less than a week? And it's going to take 2 weeks to reach less than half that amount with individuals earning at 3 times the rate? that doesn't come close to adding up.
Calm down people. We are only on day 4 with almost 30 to go. Even IF the gift bag counter is real (which I seriously doubt) lets not worry about it for awhile. People were freaking out during the beginning of Halloween too.

You're missing the point of his statement. During Halloween, I had my personal GOO rewards, and then I had the community GOO awards... Just collect GOO, that's it....
But now... I collect CARDS to win personal prizes, but now I need something entirely different for community prizes. This is NOT the same structure as Halloween...

I'm pretty sure Halloween had similar wording, like "Drop Gremlins in your friend's towns to add to the community total."
That said, I agree, something is not right. 2 weeks to get 450 mil while earning 30 per visit, vs 1 week to get 1 bil while earning 8 per visit. Either the number of players has dropped by a factor of 10, or cards are not the thing being counted. or the counter is completely bogus.
Hmm... Trying to decide if I should just spend donuts to buy gift bags, to boost the community total, to win the prizes, so I do not have to spend donuts on them...?
I was sidelined with the task complete but you aint going no where PT1 glitch. I think 5% of the players were effected so has this counted accelerated since the update fixed the bug (well I was fixed)
