I will bet the the max message you are receiving is because the person you are trying to friend has reached the max

The max message displays no matter which players has the max number.

So skip or decline when you see the max message and go on to the next one

Do you have origin friends that don't play TSTO? I think the total i for origin, not TSTO.

That was it the other players that were requesting to be my friend were over the limit thanks would've never figured that one out.
