I would actually think not. In order to see it they would have to click the hand shake though if they weren't doing to glitch and just let it wither then yes if glitching I don't think so.
Or you could always tap the farm twice... Meaning you tap the wilted crop, leave his/her city, go back in, and tap it again. That is, if it's still possible to double tap a farm. During this event I haven't really kept up with all the small downloads and fixes.
