"My Glorious Return!" Quest stuck/resetting itself

"My Glorious Return!" Quest issue.
I've been stuck on this for quite awhile now, I was able to make Martin smell the roses, but every time I place snapdragons, it counts down on the quest icon for a few seconds and then resets as if I didn't place the snapdragons. I have tried quite a few of the tips as far as placing the snap dragons and/or Martin in the storage and resetting but nothing has worked.
Any help or suggestions would be greatly appreciated!!
