That's what I figured, just wanted to know if there was something crazy like it unlocks Barney as the Plow King only...or something like that....wishful thinking...
Barney comes with the Barney's BowlaRama, aka 250 sweet donuts.
I bet a lot of players bought that huge amount of donuts, just so they could use the Plow King skin on Barney. Or they thought 250 donuts for a character and a skin was reasonable.

Guilty. Although I bought the bowlarama because I won the skin, I certainly don't think 250 was reasonable.
I did buy the 1100 donut package ($49.99), but only spent $40 because I bought Amazon Coins and used them to buy the donuts...it was too good of a deal to pass up....of course I need to take advantage of a donut sale for my town!

I bought a boat load of donuts yesterday, so I did go ahead and buy Barney. I don't know that 250 donuts was reasonable, but I wanted him in my town. Paying real money to buy things in a game really isn't reasonable, but most of us that play the game are going to do it.
I got the Barney skin from the wheel, but I don't have Barney. So the skin is waiting in my inventory until such a day as I might purchase him. I don't have any plans to at the moment. It didn't say anything about needing to get Barney soon, so I figure he can just be patient. :-)
If you were to get the Plow King skin, then it would sit in your storage until you had Barney as a character
Unfortunately this. It's unfair really. You got that skin for free so why should you then have to pay in order to be able to use it? I'm certainly not falling into this trap.

Or....
You buy (or bought) it anyway, and by virtue of the wheel or surprises, you now have an extra skin to use
You'd think with the amount of ££ $$ we spend every year in this game they could at least give us a few things free without the hidden catch of needing 250 donuts to be able to use it.
It's kind of like giving a friend a gift on Christmas day and saying "Give me £100 or you can't open it"
