It's no longer offered. Will it ever be offered again? Probably not, but no one knows for sure.

You have to get it in last years Christmas questline. I got in and was surprised when I found out it wasn't donuts

I hope it does come back like other characters/items have in the last 2 events... It is the 1 building I desperately want...
