When does "passion of the flanders pt 1" kick-off?

Santa Flanders events finished and he still didn't prompt for the church to be built.

s.f. is more then two. Anyway keep clearing missions and it will appear. If u are overlevelled to the mission that level ones couls trigger. Keep doing them anyway and it will appear dont worry u re not stuck

As of this morning everyone is done with their tasks and I'm not getting any exclamation points.

My remaining tasks are

Build church and make Santa Flanders attend

Build church and make Mr plow attend

Build moes tavern and have everyone drink a beer

Build unisex hair salon and have yes guy get a cut

Build library which I'm in the middle of

Then went to friends screen and back to my city in hopes it would sync up

The library is before the church. Once martin's tasks are completed, I would think then the church build prompt will show up. Yes, Flanders does trigger.
