This is for a new episode tie in. There's also a new free charecter. I had to restart the app to get the quest to trigger.

It looks like an episode tie in for this Sunday, must be some sort of Japanese themed ep, cos the billboard was a Mr Sparkle billboard

It's gotta be an episode tie in.. Last year they said Comic Book guy was getting married or a girlfriend from Japan so this has gotta be his wife/girlfriend and they brought back the sushi bar. Maybe part of the episode?
