I started a 2nd town recently and I couldn't get this to work until I reached a certain level. I think it was around d level 10 but I can't remember which level. I started my first town back in March and I didn't have to wait for any levels. I did it very early on.

A huge misconception is that he needs to be on his mypad task. He needs to be free.

This is the issue. You need to tap him quickly, so don't stop to close his menu. Just keep tapping him. He'll start to giggle like he's being tickled, and then you'll unlock the statue and donuts.
He doesn't need to be on a specific task, or necessarily be free. I found it easiest to do while he was lounging in the pool, since he doesn't move around on that task, but as long as you can see him, this can be done. Just DO NOT stop tapping him to close a menu or do anything else.

Totally crazy!

I've been playing since day one but didn't know about this trick He was plowing snow in his mr plow jacket on mower. Tapped him once to bring up task bar, then tapped him 10 times quickly, while he was still riding, until he was giggling and got 10 donuts and a statue.... wow. 8)

Getting the statue and donuts can definitely be tricky. I have a few towns, sometimes it worked first time, sometimes it took a while.

Too bad we cant leave neighbors messages. I noticed some of my neighbors didnt have the statue
