Level is not the only requirement for buildings, you also need to complete prior tasks. Keep completing the tasks in your taskbook, and it'll get there.

This, or if you're at the part where it kicks off and the required character to start the quest line is free, you may need to force close the app and log back in. Common problem, unfortunately.
