I doubt that this will ever happen.
Why? There's no real incentive for EA to do it unless they charge donuts (gasp!) for dirt, which would be insane.
It adds to the size of the app and the amount of memory it takes up in-game.
It takes an artist away from doing money-making work, it doesn't matter how 'easy' it would be to make the dirt, time = money.
There is coding involved. What can/can't sit on the dirt? It has to be added to the app. etc, etc.
I just don't think it's a good idea, from a developer point of view. Sorry.
I've wanted dirt/sand since the beginning. I think they could be one in the same and then used to expand the beach, create beaches and desserts else where on the board, or be used as dirt roads around of the rural buildings we have.
Beyond that, I'm kind of for keeping it simple. Everyone has some great ideas that, in some respect, I would be happy to see, however, I feel like adding too much in the way of tools and decor just makes the game more likely to glitch. Plus, if you love decorating that much and want different shades of grass, pavers, and what not, there is, by the same company, The Sims. I sort of like that Tapped Out is more simple and not just a Simpsons version of another game.

Well, we know we're getting a badlands update some point soon, so I don't know how much credence your theory has.

I'm excited about Badlands. I didn't want to get my hopes up because I thought it was just speculation, but from what I have been reading it seems to be confirmed that it is coming. I assume we will get Some sort of dirt or other ground patch with the update otherwise it wouldn't seem right. Now whether or not it will be a designated section of dirt, or a ground pattern we can place is what I wonder. I hope for the latter, but would be happy with either. I just want dirt!
