From as near as I can tell because I am an Android user I don't know the whole facts/details, TSTO became available for Android users in February of 2013 and TSTO for iOS became available almost a year before that. So there are some items that the iOS users have that the Android users don't have and probably never have (Like the Mapple store, Cool Brown House, Mayan Calendar to name a few)
Secondly there isn't a PC version of TSTO nor is there a version available for Windows 8 Phones.

There is no official version of TSTO for PC or windows of any kind.
But quite frankly, I still dont understand the point of all the controversy behind all this. Will the mapple store and cool brown house not even come back for apple users? And why doesnt apple get the same updates as android? I'm literally able to ask 100 questions..
The thing is, they are supporting both versions at the same time. So if they come back, it would be for both Android and Apple. The only reason it's "Apple only" is because the game was only available to Apple users when it first launched in March 2012. The game for Android launched February 2013 with just about 90% of the content that Apple users had. Origin launched in March for Android giving them the same abilities as Apple.
The only difference is that for Halloween, and a few episode tie ins in 2012 are "Apple only" since you had to have the game at that point in time. So it doesn't mean it will remain Apple only, as they've already brought back a number of those limited items already. The question is only when they will bring over the other items.

There is always a possibility, and I'd say eventually most items will come back at least once. My bet is that at the very least sometime close to the end of the game they will make a cash grab and let the few still interested buy anything they want. Before then it just depends on if they can tie an old promo item into a new promo, and since that saves them work chances are it will happen again.
What I'm waiting for though is the people who start playing next week eventually crying that its not fair they missed out, and having them looked down upon by other people who will be "certain" that twice was enough and there is no conceivable way that EA could possibly use the word limited to mean anything other than 2.

Emulators are NOT hacking, cracking, or illegitimate systems.
Also, there are Android PC's now ... therefore it is possible to play TSTO on a PC, just not directly in Windows, MacOS, OSX, or Linux. It's simply that there is no native client to play TSTO on OS's other than iOS and Android.
Also also, there are virtual machines that can run Android. The TSTO software is designed & licensed to run on iOS and Android ... nothing in the terms of service indicate that only certain hardware platforms are allowed. If you have a machine that can run Android, you can play TSTO on it.
While most limited-time items do return, items that were promotional for specific episodes (Oscar's Obstacles, Kumiko, High-Glow Waste barrels, Cool Brown House) or one-time external events (the Mayan stuff related to 2012) may not return. Items related to recurring events (Halloween, Christmas, possibly Whacking Day) are likely to turn up again, although previously free items may become premium (donut) items. The Mapple store was related to Xmas 2012, so I'm surprised that it didn't return last month, but I wouldn't count that out.
