Got a question bout valentines

It doesn't matter. For your friends, they will all show up walking around

I was able to give a valentine to characters who are obviously on tasks. I'm still trying to figure out why some characters can receive them and some can't.

I think it's because another friend has already left a card on that character. I read in another thread that after an hour the character can be tapped again, but I haven't noticed myself.

That's exactly what it is. That's how it was last year as well

How do I leave a card in my neighbors town? I did the update and started the Cletus farm task but visiting my neighbors looks the same.

You need to complete the first task before you can pretty much do anything related to the update
