The reason you're seeing Gil in your friends town is because he/she hasn't updated his/her game and never bothered to click on Gil.

Here's hoping one day he will become a permanent playable character *fingers crossed*

Ah makes sense thanks for clarifying it! Totally a tease that they would give him lines and let him walk around, I'm hoping it won't be much longer either

I created some side towns for Xmas 2012 that still have Gil in them. I think it's kinda funny having him wandering around in there. However many updates I've had he's still there begging for nothing.
