OP sez they already have Luann. I would go with the Rich Texan. He's voiced and has good outside tasks.

I would go also for the rich texan. His 12 and 24 hour quests are outside. He doesn't dissapear into a building. And his lines are really funny!

Bumble bee man unlocks the 24 hr task at the channel 6 studio. and has some funny outdoor tasks and is voiced i bought the rich Texan and tho his 2 outdoor task are neat he really is lack luster IMO. I'm working through the blue haired lawyer story now its funny to see everybody pick on homer.
