Its a Layering bug the graphics are over lapping the characters its a known bug the only thing you can do to fix it is.
Get a friend, coworker, relative what have you with an Iphone or Ipad. Download the game on their device log in your town. save your town by syncing it, by either going to krustyland or the friends menu then back into your town log of their device. Log back in your device problem fixed.
This problem can reoccur so you may have to do it again. till EA fixes it.
