I want to get Pee Pants Peter, but I just don't have the money to spend on clams.. I wish I could finish collecting stuff for him, but ah well. That's one of the few skins that I don't have, maybe the only one.

So I have dogs wondering round my town now and when you click on them it tells me I need Adam West, but sign of how to get him yet. Guess you can build the mansion once you've got Tom Tucker. Still a bit of that yet as I have concentrated on Sexy Stewie and Vinny.

I've lucked out in that I've been building the buildings before I need them in the questline, so I end up not being slowed down.

It's optional for those who missed it the first time. I got the outfit for free months ago. Similar to Tapped Out with Mayan Homer that was free for early players but charged for a premium months later. You should know that by now.
