I had exactly the same problem, because after a re-install I forgot to switch off the notifications in my app list.
You have to do that as well as switching off the messages in the in-game menu.

Here's how to do it for android:
Tap
- settings
- apps
-TSTO
- disable notifications (you find this option directly under the game's symbol)

I had the same problem, i checked it and closed the game, reopened and then did it again and it worked.
