It isn't new it's been around since the game began it also works in Springfield there was a thread yesterday asking the same thing

It's been around for a while, just deactivated in Springfield due to the dragging of the zapper.

Yea I found out it was around since the beginning from some site but I didn't notice it until sometime before valentines
