I'm having the same issue as OP, sometimes I get the 25 XP, and sometimes I don't. I've tried looking for patterns as to why this might be, but it seems pretty random. It seems I get the XP about 60-70% of the time (and 30-40% of the time I don't).
I think it's tied to the easter baskets. I've been having the xp issue, but it's always been on towns with easter baskets. I haven't looked into it too much, but i think they're usually the ones where baskets aren't clickable.
You only get the exp if you do everything possible in the town, including filling baskets, if available. Unfortunately that includes giving all your eggs to your neighbor if he has multiple baskets, so I gave up on the exp.
If your neighbor has usable baskets the xp screen won't pop up as the game thinks you have other things to do in their town, but I think you still receive the xp. You don't have to wait for all the money and eggs to collected or for the xp screen to pop up. You can just hit the next arrow as soon as your done tapping buildings and it will be added to your total.
Makes sense kinda if you don't fill others baskets. But i've noticed that even if sideshow bob is there and you complete the 3 tasks before you tap sideshow bob, you get the 25 xp.
