It's looking more and more as if the tasks and characters are completely mix and match, as livetofishnj has said above.
I'm sending everyone I can see available for each task. Has it been established yet whether it has to be a particular person in the list? Some people seem to be saying it is, but Linkwick has a thread here http://forum.ea.com/eaforum/posts/list/10104148.page which outlines just assigning the minimum number of characters who between them could complete all the tasks, leaving everyone else free to be assigned wherever we Sky Fingers would like. This would be a lot easier than trying to keep everyone free for Number One's tasks, just in case. (Thank you, Linkwick.)

The other blogs (names withheld due to forum T&Cs, but all credit to them!!) show them as "categories" for characters. You only need to send a character from that category to do the task (unless it asks for multiple people/attempts, but I haven't seen that as yet). None seem to ask for specific people.
The only quest that you need specific characters for are the Sacred Parchment ones - eg. send Lisa to play saxaphone.
