Not getting emblems when spying on neighbours

Same here. I've not reached my daily 60 emblem limit, but now when I tap on the spy cameras they don't yield emblems.

I was able to collect emblems from the updated neighbors earlier but now I have the same problem as you

Here is what I got when I collected my towns just now

Friends Not started update at all: 26
Building stonecutters lodge but not done yet: 28
Built lodge and shows cameras but gave me no emblems: 31
Built lodge but still shows normal markings(cash, dollar sign, etc): 12
And finally
Towns that gave me emblems: 4

I'm a bit confused as to why only 4 towns gave me emblems.

Update

I got the task to tap 6 "others" (the robbed men that run around your town), once I completed that there was text from Number 1 telling me to tap/spy on my neighbors and now there is a task called "trust no one" and I need to spy on 3 buildings.


Spied on 3 buildings, completed the task, went back to spy on some other buildings and I still got no emblems.
