This is a glitch that has been in the game for 6 months or so. It happens all the time. For me its iron bars that often get changed into hank scorpio or Brockman.

I've had this too, mostly with fences. One time it seemed to cycle through characters. There would be a long row of one character, then it would switch to another, and another...

My favorite is when building graphics get superimposed on the fountains.
