Storing and replacing the Burns Manor will also cycle Smithers. That might reset the error.

I had the same thing, in the Town Hall it stated * Error

However, he was 'stuck' in the control building.
Storing this building brought back Smithers.

Storing the control building always crashed my game, so I don't recommend it.

Smither's was stuck in the Control Building. Once I stored the building, Smither's came strolling out from under the building. My game did not crash and I was able to easily assign Smither's his stonecutter tasks.
