While I already have Stu I cannot comment with 100% certainty, but if it is anything like Barney and Plow King the skin will just stay in inventory until if/when you buy him.

I never hear anyone talk about disco stew - is he worth it? Does he has a decent quest-line with dialogue or just tasks, good visuals, etc...?

I don't remember if there was a quest line. But he rollerskates around town and dances outside of his disco club. I like him and he comes with a building - his disco club.

Disco Stu is a great buy and one of the best characters in the game. I love his roller boogie and boogie down quests. And he comes with the animated building Stu's Disco which lights up when he works there.

I love his lines as well.
