Here are the required quests for building Town Hall. (Copied directly from the walk-through thread - http://forum.ea.com/eaforum/posts/list/9626421.page)

    Town Hall - $48,500 (24 hour build) ($78,000)
    Main Quests:
    1. Chief Wiggum collect bribes x3 (3 x 4 hours) (Re-Elect Mayor Quimby Pt. 1)
    2. Lisa prompts the building of the Town Hall. (Re-Elect Mayor Quimby Pt. 2)

    Required Level: 19/20
    Required Quests:
    1. The Greying of Springfield - Build Retirement Castle
    2. No Trespassing - Build some chain fences
    3. Good Samaritan - Lisa read to old people
    4. Me Time for Marge -

Also make sure Lisa is free. She triggers Town Hall after Wiggum collects bribes 3 times.

That's the one you have to trigger. Sometimes it takes a bit. I remember I was so frustrated it took me forever to get gulp n blow. Like 6-7 levels beyond when I was supposed to. Not in leveling in quests. It just kinda skipped that quest. Ended up having to get help from Ea.

Look for Chief Wiggum, he triggers Re-Elect Quimby Part 1. Those are 3 consecutive bribing tasks. Then Lisa triggers Re-Elect Quimby Part 2, building Town Hall.

Yes. I've had similar issues. Just keep doing the quests and it should work itself out.

The walkthrough is outdated on here, don't follow it too much. Some of the buildings on the list can be skipped(pretty much all that dont involve characters) only follow the main quests and skip the ones that aren't needed to continue.

Have to be offered them first though. I was level 10 before I got offered the quest for the library. For some reason, I am behind on several quests, because I am past the required level, yet they are not triggered. So far it has not affected me to much with the stonecutters, but I am worried that a so it winds down it will affect me

Yeah I just finished the one to get Moe's yesterday. I am waiting for whatever comes next. I hope I am offered one soon, because I am actually getting bored with just doing hourly things while my #1 tasks are done.
