As someone who didn't house farm, I got a few levels behind with the buildings as I was progressing through saving enough money early in the game - for example, I may have been saving up for the Level 20 building while I had progressed to Level 22 or 23 with XP. As I did this, I definitely built buildings 'out of order' a few times if a newer building was more desirable to me than an older one. So I am pretty sure that the ability to start a new level's quest does not depend on the ability to finish a previous level's one unless the new quest somehow requires a character that was released in that previous level.

But there HAS been instances of content not appearing until certain missions have been completed. It's unlikely, but it could be the story of this level ends with s reveal of some kind.

I like the idea ! I am not a big fan of KL, i just build in it cause its there. But It would for sure force more attention into KL...so thumbs up from me

I'm way short of buying Vulgary building and the Scratchy an Itchy building, and have not gotten the
Start quest for Princes Penelope ( it only let me buy the tavern on the scream restaurant) so I guess you
do need to finish the previous quests in order to advance.

Yeah I didn't get the princess quests until the itchy and scratchy factory had finished building.
Although it as my understanding that generally krusty quests aren't dependent on SF quest line, once the initial KL trigger has been reached? I mean I could have sworn that one part of the Princess quest line was to build the duff pavilion (and as part of the same quest then get Krusty to play poker there.) That would suggest that you didn't need to have already built it to have reached that point in the Princess quests?
