Springfield Hospital not unlocking

I have completed the blood mobile quest and the Dr Hibbert quests but the hospital is still locked.
I have sent many extra people for health checks and to give blood but it is still locked
I even tried building new orange houses as suggested in the walk through but to no avail - any suggestions?
