This is a glitch that a lot of people are having. I just sent an Email to EA myself hoping they fix it. It would be nice to get it but I'm not spending too much time worrying about it. At least I got The Marge skin. That was the one I really wanted.

Witch Marge is 5000 not 4000. So when you get to 5000 you will get her.

The OP is not referring to the gold coins progression, but the 4,000 elixir prize that was received when the OP reached that prize at 9500 gold coins but the elixir was not added to the total because of a known glitch. Witch Marge was received previously and the OP was locked out in receiving this skin because of not completing a quest, hence the question.
