Stop signs help your obedience rating, along with the Hail Ants sign. I'm not sure about the buildings.
EDIT: According to this wiki page, there is no obedience boost for any of those buildings, just the power plant. http://simpsonswiki.net/wiki/The_Simpsons:_Tapped_Out_buildings
