You need to get to the proper task in the main questline (Prince and The Premise ) to be able to place them, even if you have earned enough gold for them.
You need to have finished building Castle Recycle (Lisa's castle) which in turns need to have Prince and The Premise Pt. 9 completed. Have you done that?
Seems like a lot of people have asked this. Forum search should net you some answers.
Also just so you know the FAQs and Guides section always has a walkthrough for all events/levels - sometimes stickied, sometimes not that tells you what you need (event currency, task, questline part) to get wherever/whatever you need. Here's this event's walkthrough:
