Mr. Costington glitch

First off Welcome to the forums

Second may I ask why you can't store it

You could try nuking your town that should store him

When I hit the button to move the building, there is no option to store it, just the check mark, rotate, sell, or cancel. I can nuke the town if I have to. I know I'll want to do it eventually because I need to readjust for the new land, but I like about 2/3 of my town so starting from scratch is a little intimidating. And I want to wait till I've bought all the new land and the fortress of chocolatetude so I can incorperate it into the town. if it's not resolved in a week or two, I should have the all the new land and new building so I will nuke.
