I think Cletus kicks off the quest to shoot down Kodos, which should unlock the ray gun for you.

    I already have him from last year, but people have reported being able to buy the ray gun this year....it's 150 donuts if I remember correctly.

    That would explain it if Cletus kicks it off. I have the 150 donuts waiting for the ray gun, I'm just waiting for it to show up!
