Quests on Level 44 and 45 don't begin

Have you completed the Princess Penelope questline from level 43?

I am having pretty much the same problems with those quest lines and others.... I have tried everything and I'm on level 46

Quests don't go by what level you are on, it goes by if you finished the other quests first. Level 43 has a quest with Princess Penelope in Krustyland. If you never took Krusty there to activate the quest, then you can't do Level 44 or above quest lines.
