Sometimes it takes a little while for the donuts to sync, if they haven't added in a few hours then contact EA support. I had the same thing with golden ticket donuts - it gave me 3 of them but not the rest. Within 24 hours I got the other donuts

The explanation I read here in the forum is that donuts are awarded for every 100th visit to the balloon booth. I received 5 about a week ago.
