Dropping feds into your neighbor's towns won't be available to you until you complete Quest 9 of the Xmas Thread in your Springfield. Once that's complete, the button will appear in the upper right hand corner. If you've been playing the Xmas event since it started, you should get the button soon, people are starting to complete Quest 9 this week.

So basically it requires a decent splurge of doughnuts to hurry this along, because I've been playing the Xmas thing by the rules and timescales and still haven't reached "level 9"!
