It's been unsellable since Xmas 2013 (or perhaps earlier if they were available in 2012).
They haven't changed any Halloween decorations to be sold, so doubt these will be changed.
(That especially sucks, as last year you had to buy & place 5 decorations in the questline, and I couldn't ditch 'em afterwards!!
