Try going to Krustyland or your Neighborhood (then go to a neighbor's town) and return.

A lot of people are having stuck tasks since the Winter 2014 update. This usually fixes it.

My bad, forgot to mention that I also did that, and it didn't help with the Kamp Bart stuck task - it did on the other hand work in fixing the elf cave whenever it was being glitchy.
