Two ways: don't visit your neighbors until you achieve the point where the currency changes over and don't tap on the feds in your town.

Other than that, this doesn't have a head start like Halloween.

You know this for certain? Either way, I'm going to stick with my plan. The worst that can happen is that the elves pay out game currency or presents when tapped after phase 1 ends.

I have all my characters making toys. I am not sure if this will give me elf berries tomorrow but if I do then I get a jump start.

It won't hurt to try to set things up to where they're ready when the timer flips, but it's not like Halloween where you can really stock stuff up and make a huge impact on the next phase right from the start.

Yeah, I'm actually hoping to be able to collect presents from elves just one or two more times, otherwise it looks like I'll be 120 presents short of reaching the bonus donuts.

No way to know for sure. Halloween changed the value you got for squishing aliens in each phase. Either way, a couple hundred is better than zero immediately when the phase starts.
