I have a neighbor who has a level 23 cannon, he leads the board mine is at level 13 i have no elves to shoot. I had one elf remaing and 1 more cannon firing that would have sent it into cool down so i fired it cannon started cool down and i got 6 bells. And now have zero.
I know what you mean...I too have a couple of neighbors with gold cannons, who've had them for days now. Of all the things to spend donuts on I think that'd be bottom of the list for me, but hey...I know some people give themselves a monthly allowance of donuts on this game and maybe they had a surplus and nothing else to spend it on.
I'm currently level 12. It may have been possible if you logged in like every 2 hours even during nights, but I doubt its really possible for most people.

If they kept the initial Elf spawn rate, maybe...
You need to get Cogs off approx 90 Elves a day (with 4 Cogs per drop) to get 6,875 Cogs in total (from Day 2, assuming that's when you got the Control Center).
For Xmas Day we had double-Elf spawning (so 12x 24hrs = 288 a day), which at 30% drop rate is 86 "Cog" Elves - close enough.
However, since then we get 144 Elves a day (6x 24hrs), so you need a Cog drop rate of 63%+. It's mathematically impossible to get there, unless you're getting double the normal drop rate, every - single - day.
I always succeed at any event as a player from the first month the game was launched.
Between the slow spawn rate and server issues I do not believe it can be done without spending donuts.
The problem is once your canon hits 12 you run out of elves to fire. I'm lucky to see 6 elves per hour now.
Hopefully the developers monitor the forums and fix this.

I'm in the same boat as neuroheart and others; my cannon is at level 13 and I've been pretty diligent in playing and collecting elves. I've also noticed that the cog drop rate seems to have gone down since I've hit level 12.
I'll explain: I play my normal Springfield on my iPad and occasionally an "anonymous" Springfield on my iPhone. When I first started on my iPad and currently on my phone, I get (got) cogs dropping VERY frequently. I would suppose more than the 30% of the time several on the forum mentioned. However, as stated above, since I got to level 12, they have far more scarce. So I decided to do a little experiment and try collecting elves at different times of the day doing both methods: the auto-bottler and searching them out one at a time. Heres what I cam up with: cogs dropped/elves collected:
4/27; 2/20; 3/25; 2/18. Although it is a small sample (90 elves total), my percentage was approximately 12.2%. That is far below the stated 30%.
Lastly, as Linkwick stated, it's already mathematically impossible, and that's with the 30% drop rate. I am not going to use donuts on the canon as I would rather they be for premium characters and buildings. And believe me, I have spent hundreds on this game (which I don't mind). Anyway, sorry for the long-winded post, but I just thought it was interesting and wanted to do a little investigating. I just wonder if the algorithm makes the percentage drop go down as the canon level goes up.
The elf drop rate means that for most of my visits I run out of elves to fire. I should have the Spruce Caboose tomorrow morning giving me a week to get the island. That should be fairly certain but a level 20 cannon - not a chance. I am on level 13 and should have enough cogs to upgrade sometime tomorrow. To get level 20 I would have to level up each day. That just won't happen as the rate of elf drops precludes this. I think EA seriously miscalculated on this one.
My cannon is level 13 (I think) and I almost have the island. Unless I magically collect enough cogs via normal play, I have no intention improving a cannon that is destined for storage.
Just hit level 13 today, and don't think I'll be able to get anywhere near level 20. As mentioned before, there aren't nearly enough elves spawning. The rate of these types of items from events past leads me to believe this is a programming error.

Yes sir... That's why I bought 2 new boatloads with extras from Gil recently... Very tempted to spend it on lvl 20 canon upgrade...

It is gold if you compare from the beginning the metal was bronze, than silver and on your picture it is gold.
